The National Mining Agency (ANM) has released the CFEM Collection Manual, a document that unifies and updates the administrative collection procedures across the country. The regulation replaces rules in force since 2010 (from the time of the former DNPM) and aligns the workflow with the Agency’s current Internal Regulations (Resolution No. 211/2025).
From Declaration to Collection

The update seeks to reduce problems such as the prescription of credits due to workflow failures and subjectivity in regional decisions.
NFLDP 2.0 and Digital Traceability
The Manual introduces the Tax Notification of Debt Assessment for Payment (NFLDP 2.0), a single national collection model. Furthermore, the processing of defenses and appeals now occurs exclusively via the Electronic Information System (SEI-ANM), ensuring the digital traceability of the entire process.

Based on the manual, we highlight four fundamental points for managing mineral liabilities:
- 10-calendar-day deadline: The deadline for payment, installment plans, or presentation of defense is counted in calendar days. Unlike other administrative deadlines, the count is not interrupted on weekends or holidays.
- 100% Digital Protocol: Defenses and appeals must obligatorily be carried out through the SEI-ANM.
- Transparency in Partnerships: In cases of lease or assignment agreements, the ANM will simultaneously notify those involved. This reinforces the need for structured contracts and mutual compliance monitoring.
- Linear Flow: The process follows defined steps: Assessment (NFLDP) → Defense (10 days) → Technical Analysis (COARC) → Decision and Final Appeal to the Collegiate Board.
