As December draws to a close, the Brazilian mineral sector is finalizing its accounts and assessing the impact of its operations beyond the mines. The Financial Compensation for Exploiting Mineral Resources (CFEM), the sector’s primary royalty, consolidated figures in 2025 that reinforce mining as one of the pillars of the national economy.
By the end of November 2025, the total CFEM collection exceeded R$ 7.15 billion, according to data released by the National Mining Agency (ANM). This amount represents not only the fulfillment of a statutory requirement but also a direct return from mineral activity to states and municipalities.
The Revenue Ranking

Data from the National Mining Agency shows a clear concentration, while also highlighting the relevance of mining across various regions. The “Top 5” collecting states through November 2025 reveal the leaders in mineral production within the country:
- Minas Gerais: R$ 3.19 billion (44.71% of the national total)
- Pará: R$ 2.80 billion (39.25%)
- Bahia: R$ 222.5 million (3.11%)
- Goiás/DF: R$ 219.5 million (3.07%)
- Mato Grosso: R$ 141.2 million (1.97%)
These figures demonstrate that Minas Gerais and Pará remain the sector’s driving forces, accounting for nearly 84% of all national CFEM.
The December Disbursement

On December 24, the ANM carried out a transfer of funds related to November’s collection. More than R$ 112 million was distributed, specifically destined for entities dealing with mining logistics and impacts:
- Affected Municipalities: Received over R$ 95 million. This value is allocated to cities that, while not producing minerals, are impacted by railroads, pipelines, ports, and other infrastructure.
- Bordering Municipalities: Received approximately R$ 17 million.
- Bordering States: Received just over R$ 102,000.
Public Consultation
The management of these resources is entering a new phase of transparency. The ANM recently opened a public consultation to improve CFEM distribution criteria. The goal is to make the process even more participatory and clear, ensuring that the economic balance between producing regions and affected areas is maintained fairly.

For the miner, the close of 2025 brings an important reminder: the payment of the CFEM and the correct filing of the Economic-Fiscal Information Declaration (DIEF) are the links that ensure the legal certainty of operations and the development of the communities where they are located.
