The global demand for critical minerals, essential for the energy and technological transition, drives the need to optimize mining tenement processes. This optimization, however, must be conducted with rigor, ensuring environmental preservation and respect for communities. The Agência Nacional de Mineração (ANM) has participated in international debates that aim to reconcile the celerity of procedures with due socio-environmental responsibility, demonstrating the relevance of the Brazilian experience on the global stage.
The ANM’s participation in events such as the workshop organized by the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) reflects Brazil’s stance in seeking solutions that balance the need to accelerate access to strategic minerals with the maintenance of high environmental and social standards. The focus is on identifying institutional and legal bottlenecks that permeate the tenement processes, as well as disseminating innovative practices. The debate covers everything from the impact of delays in legal procedures to the implementation of more effective community engagement strategies. Practical solutions, such as the adoption of digital technologies, the creation of one-stop shops for tenement optimization, and the definition of clear deadlines for the tenement stages, are discussed as means to improve efficiency without compromising the integrity of controls.
The Brazilian experience in mining tenements, although challenging, offers valuable input for the international debate. The ANM advocates that speed in licensing strategic minerals cannot result in a reduction of environmental requirements or neglect of dialogue with affected communities. On the contrary, national experience demonstrates that progress with responsibility is possible, and this perspective has been brought to the international arena. Fundamental principles for balancing celerity and responsibility in tenement granting are consolidated through these meetings, identifying tools and good practices already employed in various countries in the region.
