Regulated by DNPM Ordinance No. 519/2013 and Art. 96 of DNPM Ordinance No. 155/2016, the Declaration of Investment in Mineral Exploration (DIPEM) represents the backbone of strategic data regarding the Brazilian mineral extractive industry. It is the instrument through which the National Mining Agency (ANM) monitors the evolution of exploration work in the country.
However, for the fiscal year referring to the base year 2025, the ANM has launched a new platform for the formalization of the declaration.
The New DIPEM System: What Changes?
The major novelty is the change in the method of access and security, requiring the use of Gov.br and an update in the ANM SDC system.
1. Integration with Gov.br
Access is now performed exclusively through the Gov.br single login. This alteration standardizes entry into the system, eliminating the need for multiple credentials and raising the security layer in the authentication of representatives of individuals and legal entities.
2. Interface and Usability
With a reformulated design, navigation has become more intuitive, following the visual protocols of other recent platforms of the agency. The objective is to reduce the learning curve for filling in technical data, such as investments in geology, drilling, physical and chemical analyses of the ore, and infrastructure.
3. New Management Functionalities
The new system introduces declaration management functionalities:
- Rectification and Invalidation: It is now possible to rectify or invalidate declarations within the system itself in a more fluid manner.
- Digital Receipts: The issuance of receipts features associated confirmation trails, ensuring greater security regarding proof of delivery.
- Data Validation: The system has implemented clearer validation messages, preventing filling errors and inconsistencies before final submission.
Step by Step

Point of Attention: processes for the same substance and municipality must be declared together.
Deadline and Penalties
It is fundamental to reiterate that, despite the platform modernization, the legal deadline remains unchanged. The DIPEM must be forwarded to the ANM by April 30th.
Failure to present, or presentation past the deadline, entails an infraction subject to a fine, as stipulated in ANM Resolution No. 223/2025. Do not leave the submission for the last minute, ensure the compliance of your mining titles in advance.
