9th Round of Mineral Area Availability: Edict Analysis, B3 Partnership, and the 10% Limit

The National Mining Agency (ANM) announced the opening of Public Hearing ANM No. 2/2025, marking the beginning of the consultation on the draft Edict for the 9th Round of Mineral Area Availability. The central objective of the round, which is expected to offer around seven thousand mineral areas, is to grant the right of priority to the winning applicant to request Exploration Authorization or Development Concession over the areas listed.

The Public Hearing aims to receive contributions regarding the regulation of the Public Offering and the tie-breaking criteria by Auction. This procedure marks the debut of the partnership between the ANM and the B3.


I. Scope, Deadlines, and Participation in the Consultation Process

The Round presents strong potential in critical minerals, such as nickel, lithium, copper, and rare-earths. To prevent speculative movements and democratize access, each participant may register interest in a maximum of 10% of the total areas offered in the round.

  • Public Hearing (Online): The event will be held on 18/11/2025, from 14:30 to 17:00.
  • Submission of Contributions: The period for sending opinions and suggestions will be from 17/11/2025 to 19/11/2025 (only 3 days).

The draft Edict, which has objective tie-breaking criteria through a sealed-bid auction, is open for consultation under Process SEI nº 48051.003886/2025-31. Requests for clarifications and challenges must be submitted using specific forms available on the SOPLE platform.
