ANM Management Platform: Mineral Traceability and Oversight

The Agência Nacional de Mineração (ANM) and the Serviço Federal de Processamento de Dados (Serpro) have implemented the National Mineral Resources Management Platform. This tool optimizes the monitoring and oversight of Brazilian mineral production, aiming to enhance sector transparency and modernize the collection of the Financial Compensation for Mineral Exploration (CFEM).

The platform’s initial impact focuses on CFEM. Early deliveries already show an influence on revenue, which reached R$7.4 billion in 2024. The capability for real-time monitoring, from the origin of the ore at the mining company to its final destination, provides greater security in the distribution of CFEM to producing and affected municipalities. This functionality also offers monthly revenue predictability.

The Economic-Fiscal Information Declaration (DIEF), one of the modules provided by Serpro, simplifies the declaration of information by tenement holders, in an environment analogous to that of Individual Income Tax (IRPF), but adapted to the mineral sector. This tool is already operational, and further enhancements are expected in 2025, according to the ANM.

The platform also allows for the daily receipt and synchronization of electronic invoices with ANM-DATA, the mining database. This integration gives the ANM the ability to identify debtors and mining tenements that are out of compliance with regulations. The legal basis for the platform stems from Resolutions No. 156/2024 and No. 200/2025, which establish the criteria for DIEF-CFEM and the procedures associated with the collection, oversight, and control of mineral production in the country. Optimizing the transfer of funds to municipalities, which account for about 3% of total CFEM, is a focus for the platform’s second module. The expectation is that, with the completion of development in 2025, the waiting time for city halls to receive these funds will be reduced.

In addition to the direct benefits in CFEM collection and distribution, the National Mineral Resources Management Platform contributes to the formalization of the sector and the fight against illegal mining. Continuous tracking of the mineral production chain and strengthened oversight enable the ANM to perform its function of monitoring and controlling mineral activity in Brazil, from the moment production leaves the mine. Serpro’s initiative, through the development of this solution, provides the ANM with improvements for fulfilling its regulatory duties.
